• Introduced by Rep. Marie Donigan (D) on March 8, 2010, to create a new state government office to develop minimum operational and accounting standards for all local governments, catalogue specific base-level local government services as a basis for revenue sharing, support local governmental coordination and collaboration efforts, and recommend methods for local governments to increase their authority to tax citizens for functions beyond base-level services.
