This is the single, most important institutional reform proposal since term limits attacked the symptoms instead of the disease.  Multiple rounds of gerrymandering by both parties have made nearly all districts uncompetitive for both.  As a result, the overwhelming majority of legislative seats are de facto contested in primary rather than general elections -- that are inherently dominated by their respective parties' most polarizing, demogogic candidates nominated by the most fanatical, partisan fringe of the electorate.  We need this legislation!
