To prohibit providers of home personal care services to Medicaid recipients from having to be inducted into a government employee union in order to get paid by the state, as happened to the home day care providers who are the subject of a Mackinac Center lawsuit. Senate Bill 731 would give statutory authorization to such a mandatory unionization scheme for Medicaid-recipient home personal care services providers.
