Introduced by Rep. Richard J. Ball (R) on January 27, 2010, to establish a formula to divide up the increased revenue from the gas and diesel tax hikes proposed by House Bill 5768 and 5769, with 10 percent of the money going to subsidize municipal bus and other transit service, and the rest divided between the state and local road authorities.
