Introduced by Sen. Michael Switalski (D) on October 20, 2009, to require a person with graduated licensing status (drivers 17 years old or younger) from operating a motor vehicle unless the vehicle has a bold letter “L” affixed to the license plate. The Secretary of State would be required to make these “L” stickers or devices available at cost..
