Introduced by Sen. Michael Prusi (D) on September 17, 2009, to impose the gross receipts portion of the Michigan Business Tax on 20 percent of the bad debt on a merchant’s credit sales.

He's a Democrat, it's a tax. 'Nuff said.

Not just "unpaid bills," either, but "Bad Debt"--bills not likely to ever be paid.

I know Michigan is hurting for revenue, but chasing businesses out of the state seems like a poopy way to cure that particular problem.
