

Many areas of Michigan are suitable for septic systems. I assume by intermunicipal the law makes clear that this is for cities in close proximity to each other which will cover the needs of each city or reservation and not the rural areas particularly. Michigan need not invest in public sewers strictly to avoid polution of lakes and streams since septic systems properly constructed do that just fine with no deleterious effects on the environment given routine maintenance.
