Cobo Hall Authority “re-do”

To create a regional convention authority that would own and manage Cobo Hall in Detroit, and transfer the facility to the authority in exchange for $20 million to the city. This would be run by a five member board with one appointee each from the Governor, Detroit Mayor, the Wayne and Oakland County executives, and the Macomb County board or executive. Any action by the board would require a unanimous vote. The Detroit city council would have a veto on this for 45 days, and if it exercised that veto (as it did on this same proposal enacted in late 2008), money for the authority under Senate Bills 586 to 588 would go to Oakland County to expand the Rock Financial facility in Novi so that it could host the Detroit Auto Show.
