Gretchen Whitmer (D) on May 5, 2009, to give the state Attorney General or any customer the authority to sue a municipal utility that failed to comply with restrictions on shutting off the service of a customer who hasn’t paid his or her bills, if the injury or death occurred following the shutoff.
