• Introduced by Sen. Hansen Clarke (D) on April 22, 2009, to require the Detroit school district to create a pilot merit pay for teachers program in one Detroit school. Under current law, which teacher pay in all Michigan public schools is determined on the basis of seniority without regard to relative student improvement (or lack thereof) in a particular teacher’s class, or other performance metrics.
