Introduced by Sen. Hansen Clarke (D) on April 22, 2009, to give the Department of Education the authority to impose new standards and procedures on failed schools within the Detroit school district. These include requirements that a school have at least 125 students and not more than 500; a maximum class size of 16; provides “relationship-based” learning involving the use of mentors, advisors, etc.; provides “morals-based” instruction including the importance of certain named virtues, the ability to make moral distinctions, the value of self-discipline and self-esteem, etc.; have an extended school year; and more.
