I am very excited to see the extra incentives given for nursing students included in this bill. I am disappointed to see that individuals that score poorly on testing and then continue to do poorly in basic classes are rewarded with extra incentives because they are labled high-risk. I do not believe that they necessarily meet the criterion for "high-risk". Extra funding that is used for tutoring would be money better spent. If these individuals were performing poorly it may be a lack of effort. If they wisely choose to put in the extra effort and seek tutoring yet still perform poorly, maybe they shouldn't waste funds that a better suited college student could use but don't qualify for because they are not high-risk.
