Introduced by Sen. Patricia Birkholz (R) on February 18, 2009, to authorize local "storm water utilities” that would be empowered to impose “development charges” on new developments and recurring fees (taxes) on property owners to defray the costs of storm water regulatory programs (such as separating combined sewers). Because the bill characterizes these levies as “user fees” it does not a propose requiring a vote of the people to approve them, as is (mostly) required for other types of property tax.

TAXATION WITHOUT REPRESENTATION. Do we need another revolution? Quit hiding taxes under the guise of "fees" you jerks! Instead of screwing over your constituents yet again, let's earmark the "nonresident entertainer and athlete income taxes" from Senate Bill 263 to defray the costs of storm water regulatory programs and save the taxpayers some DARN money!
