Require government employees pay more for health benefits

To require government employees to contribute at least 20 percent of the premium and other costs of the health insurance fringe benefit provided by their public employer. If the coverage is in the form of a Health Savings Account (HSA) with “wellness incentives” then the minimum contribution would drop to 15 percent.
