Jim Barcia (D) on December 17, 2009, to include professional employer organizations (PEOs) under the 2003 “small group” employee health insurance law that subjected the for-profit insurance companies to extensive new government regulations, while easing some of the existing regulations on Blue Cross Blue Shield.
