Authorize “land bank” property tax breaks

To revise the law that authorized local “land bank” authorities with the power to assemble and dispose of abandoned, tax reverted property, so as to authorize an eight-year, 50 percent tax cut for eight years to property acquired from the combined Detroit/Wayne County authority proposed by the package (rather than five years for other authorities), with certain exceptions.
