Marie Donigan (D) on December 10, 2009, to allow townships to exempt temporary or seasonal employees from civil service requirements. “Civil Service” is defined (on Wikipedia) as “a branch of governmental service in which individuals are employed on the basis of professional merit as proven by competitive examinations”.
