2009 House Bill 5603

End some “bad driver tax” offenses

Introduced in the House

Nov. 12, 2009

Introduced by Rep. Bert Johnson (D-5)

To repeal some of the penalties imposed by the ”driver responsibility fees” or “bad driver tax” law. Specifically, the bill would eliminate the fees (taxes) imposed for having more than seven or more “points” during a two year period, for driving without a license or driving without insurance (the regular penalties for these would remain). The additional very high fees would remain for drunk or reckless driving. These charges were adopted in 2003 to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets.
