Introduced by Rep. Mark Meadows (D) on October 20, 2009, to extend the state sales tax to services. The tax would be five percent of the “gross proceeds” paid by a consumer to a provider for a service. The bill would not tax business-to-business services. It would only become law if House Joint Resolution KK was approved by voters, which would authorize the tax and lower the state sales tax to 5 percent.
