Introduced by Rep. Brian Calley (R) on September 24, 2009, to require state government leases of land or buildings that cost more than $100,000 annually, or $2,000 per month for less than two years, be put out for competitive bidding, with the bid solicitation stated “in the most general terms that will the agency’s needs.” The bill comes after intense criticism of an annual $3.7 million lease of a new State Police headquarters in downtown Lansing owned by prominent Democratic Party contributor Joel Ferguson and Republican contributor Gary Granger.

The issue of an annual $3.7 million lease of a new State Police headquarters in downtown Lansing owned by prominent Democratic Party contributor Joel Ferguson and Republican contributor Gary Granger has been an ongoing disgrace -- starting under former Gov. Engler's administration. HB 5466 should be immediately passed. The building that was leased is on a flood plain and has no means of landing a State Police helicopter. It is a rip-off of taxpayers dollars. A vote should be taken to nullify this lease as soon as possible.
