To require projects funded by the proposed program to abide by the state "prevailing wage" and other laws, even if no federal funds are used (which would automatically subject the project to the federal version. "Prevailing wage" laws prohibit awarding government contracts to contractors who submit the lowest bid unless the contractor pays union pay scales.
