2009 House Bill 5376: Replace college scholarships with tax credit

Introduced by Rep. Kenneth Horn (R) on September 16, 2009, to authorize an income tax credit equal to the amount of state college scholarship money a student would received before budget cuts trimmed these. The credit would not be “refundable” (in effect a cash subsidy), but could be carried forward to offset future income tax liabilities until it was used up.

Yes, but then the legislature wouldn't have thought of the idea.
