Require state buildings meet higher energy standards

To require that all new state buildings meet Leadership in Energy and Environmental Design (LEED) standards, and that 25 percent of existing ones be renovated to this standard by 2021. Also, to require state buildings to generate a small part of the electricity they use, and require that at least 10 percent of state vehicles use “alternative energy” by 2022.
