Authorize school “education mandate rollback contracts”

To give the state Superintendent of Public Education the authority to enter an “education mandate rollback contract” of up to five years with a school district, in which the district agrees to achieve certain clearly defined and measurable performance goals in return for a waiver from specified state education regulations or mandates, with some exceptions.
