The bill specifies components of such a plan, and requires state approval and regular review for an entity to get the money.

The title you've given this bill isn't exactly what it does... Your convenient oversimplification, "road tax money", is unfortunate, and you've failed to catch the essence of the bill. Is regionalism too big of a word to fit in there at the end?
