Introduced by Rep. Gabe Leland (D) on May 19, 2009, to establish sentencing guidelines for the enhanced penalties proposed by House Bill 4958 for a motorist who commits a moving violation that causes injury or death to a vulnerable roadway user.

Maybe we should punish cities that spend money to build walking paths to nowhere but don't build sidewalks to large commercial centers as is the case in my town. This causes several handicapped people to use wheel chairs on the shoulder of a state highway to get to Walmart. Under this law the driver will be punished for poor planning by local government. Typical.
