Introduced by Rep. Douglas Geiss (D) on May 14, 2009, to authorize penalties of up to 93 days in jail and a $500 fine for watching television while driving; five years and $5,000 if it causes an accident with serious injuries, and 15 years and $10,000 if someone gets killed.
