2009 House Bill 4892: Restrict privatization of state services
  1. Introduced by Rep. Sarah Roberts (D) on May 6, 2009, to prohibit the privatization of government services unless the savings to the state would be at least 10 percent of the cost of the same service being performed by government workers. The bill would also require any state department or agency seeking to privatize any state services to conduct a pre-privatization cost-benefit analysis and submit it to the House and Senate Appropriations Committees beforehand; and also to impose extensive disclosure and auditing mandates on any contractor who receives such a contract.

Will the provisions of this be retroactive?


When will post-privatization cost-benefit analysis of current state privatized contracts be conducted?


Will there be contratual debarrment for fraudulent billing?


Will the imposition of extensive disclosure and auditing mandates on contractual services be subject to the FOIA exclusions and execptions?
