Introduced by Rep. Tom McMillin (R) on May 5, 2009, to cut the state income tax rate from 4.35 percent to 4.25 percent on Oct. 1, 2009. Under current law the rate is supposed to fall by 0.1 percent each year starting on Oct. 1, 2011, until it reaches 3.9 percent.

Rep. McMillin, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

I am voting No because of local control concerns re: taking away local municipalities’ ability to determine what constitutes farmland use.”
