Introduced by Rep. Kimberly Meltzer (R) on April 22, 2009, to exempt homestead property that is purchased by a person whose income is less than 300 percent of the poverty level, and who is moving from another homestead in the same county, from the Proposal A taxable value “pop-up.” The “pop-up” is where the state equalized value (market value) of newly-sold property becomes the basis for its property tax assessment, rather than the capped “taxable value” of the previous owner, which is (usually) lower.
