But it's the property owners who pay the tax. Yes, eventually renters and consumers pay the for the tax but they seldom see it that way. That is why "non-homestead" property taxes usually pass.
If so many of the people in the community want a community center, why not just charge them at the door?

Because it is not only property owners who have an interest in their community. By the way, non-property owners who live in a community by renting do pay property taxes, in exactly the same way as consumers pay sales taxes.
This legislation does require a levy to be approved by voters.
