2009 House Bill 4753 (Authorize local police and “community center” property tax )

Introduced by Rep. Kenneth Horn (R) on April 1, 2009, to allow local governments to levy “special assessments” to pay for debt incurred to build a “community center” (such as a proposed Frankenmuth recreation center) or for public safety expenses. The tax would be levied on a per-parcel flat rate basis. A vote of the people would be required.

But it's the property owners who pay the tax. Yes, eventually renters and consumers pay the for the tax but they seldom see it that way. That is why "non-homestead" property taxes usually pass.

If so many of the people in the community want a community center, why not just charge them at the door?

Because it is not only property owners who have an interest in their community. By the way, non-property owners who live in a community by renting do pay property taxes, in exactly the same way as consumers pay sales taxes.

This legislation does require a levy to be approved by voters.
