Introduced by Rep. Alma Smith (D) on March 26, 2009, to increase membership on the state parole board from 10 to 15 between 2010 and 2015, which would accommodate the special parole board proposed by House Bill 4811. The bills relate to a push to move non-violent offenders out of state prisons as a cost-saving measure and for other public policy reasons.

I agree there is a need to add additional members to the Parole Board. There need to be fresh thoughts and views as the current members seem to deny most appeals. Maybe with additional members individuals would now be paroled when normally they wouldnt. Thats my thoughts.
