Introduced by Rep. Harold Haugh (D) on March 24, 2009, to grant a $1,000 refundable income tax credit to a person who buys a new vehicle that was made in the U.S. “Refundable” means the state writes a check for the amount of the credit over a person’s tax liability. Essentially, the bill would give $1,000 to buyers of new American-made vehicles.

This is a great Idea, but is the state in a position to give out subsidies? And besides, What cars are totally made in America anymore? I can't think of any.
