Introduced by Rep. Bert Johnson (D) on March 19, 2009, to prohibit police from engaging in car chases except in cases of “imminent peril, defined as “an immediate injury or loss of life is about to occur, or is near-at-hand, or is certain, immediate, and impending. Peril that is “remote, uncertain, or contingent or is a mere possibility” would not qualify.

I didn't know the hoods had a lobbyist in the legislature. I have a better idea. Why not just take the police cars away ans let the cops hang out at the cop shop until they get a report of an accident, crime etc. Then they could take a cab to the scene and take pictures,etc. On the other hand, this may reduce the drunk legislator chases..
