• Introduced by Rep. Eileen Kowall (R) on March 17, 2009, to waive any penalties for a person liable for payments under the ”driver responsibility fees law, if the individual pays 75 percent of the tax amount during a 60 day amnesty period. The bill would also allow a driver to pay a two year charge in one year, and end most of these assessments after 2010. This tax was adopted in 2003 to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets.

  • Substitute offered by Rep. Eileen Kowall (R) on September 15, 2010, to adopt a version that conforms with the repeal of the tax passed by the House in House Bill 4099. The substitute passed by voice vote in the House on September 15, 2010.
• Passed 105 to 0 in the House on September 15, 2010, to revise the vehicle code to conform with the repeal of the "driver responsibility fees" law passed by the House in House Bill 4099. This "bad driver tax" was imposed in 2003 to avoid spending cuts and reforms.
