Introduced by Rep. Rick Jones (R) on March 4, 2009, to expedite sentence commutation hearings for prisoners based on physical or mental incapacity or for those who are terminally ill. Specifically, public hearings that are generally required for sentence commutations could be waived if the prisoner is seeking a commutation based on physical or mental incapacity.
