2009 House Bill 4432

Mandate universities admit top 15 percent of grads

Introduced in the House

Feb. 24, 2009

Introduced by Rep. Fred Durhal (D-6)

To prohibit the payment of Michigan promise grant scholarships to any state universities and community colleges that do not admit the top 15 percent of state high school graduates. This practice is seen as a substitute for banned racial preferences in admissions, which were prohibited by the 2006 Proposal 2 Constitutional Amendment.
