Introduced by Rep. Fred Durhal, Jr. (D) on February 24, 2009, to prohibit the payment of Michigan promise grant scholarships to any state universities and community colleges that do not admit the top 15 percent of state high school graduates. This practice is seen as a substitute for banned racial preferences in admissions, which were prohibited by the 2006 Proposal 2 Constitutional Amendment.
