Introduced by Rep. John Espinoza (D) on February 24, 2009, to reduce by 30 hours the minimum number of hours of instruction public schools must provide in 2008 only from the 1,098 hours per year required under current law, if a school was affected by storms, power outages, epidemics, etc.

another attempt at dumbing down michigan students and blaming it on snow days.

More a question than a comment. What precipitated the need for this? Have there been events in recent history that have pointed out the need for this? At a time when as a nation we are failing to turn out world class students, when our new president has made an appeal for an increase in our 'investment' in education, should we not be talking of increasing the school year in the same breath we discuss allowing shortening it due to unforseen circumstances?
