More a question than a comment. What precipitated the need for this? Have there been events in recent history that have pointed out the need for this? At a time when as a nation we are failing to turn out world class students, when our new president has made an appeal for an increase in our 'investment' in education, should we not be talking of increasing the school year in the same breath we discuss allowing shortening it due to unforseen circumstances?
