Rep. Amash, having reserved the right to explain his protest against the passage of the bill, made the following statement:


“Mr. Speaker and members of the House:


The intent behind HB 4380 is commendable, but the bill has been poorly drafted. For example, it arguably prohibits a legislator from hiring an assistant who had contributed a nominal amount to his or her campaign committee. On the other hand, the bill ignores a contribution given to an elected official following, rather than before, contract negotiations between that elected official and a contributor.”

Rep. Agema, having reserved the right to explain his protest against the passage of the bill, made the following statement:


“Mr. Speaker and members of the House:


An elected official may inadvertently violate this statute simply by helping constituents obtain grants. This statute is too vague, it may be selectively used to prosecute for otherwise legitimate constituent service.”
