Fred Miller (D) on February 17, 2009, to prohibit granting state contracts to a vendor if within the past three years the firm, its managers and owners (with at least a 25 percent share) have been guilty of a criminal offense incident to a state contract; been held liable in a criminal or civil proceeding for embezzlement, theft, forgery, bribery, falsification or destruction of records, receiving stolen property, or violation of state or federal antitrust statutes. Also, if the firm has violated certain state environmental, worker safety, or consumer product laws, has a record of failing to perform on state contracts, and more.
