Introduced by Rep. Jon Switalski (D) on February 6, 2009, to authorize income tax credits of up to $5,000 for the purchase of a newly constructed "green residential structure" (as defined by special interest organizations), and up to $2,000 for a "green" renovation or addition to an existing owner-occupied residence. The credits would not be refundable but unused portions could be carried forward to use against future tax liabilities..
