Shanelle Jackson (D) on February 4, 2009, to tack an additional $10 assessment on those individuals who have been convicted of an alcohol-related offense, and earmark the money to drug treatment courts, which are a non-adversarial type of alternative judicial proceeding for alcohol and minor drug use crimes.
