Introduced by Sen. Patricia Birkholz (R) on April 17, 2008, to place before voters in the next general election a Constitutional amendment to revise the rules for use of the money in the Natural Resources Trust Fund. The trust fund receives money from oil, gas, and mineral royalties and leases on state-owned lands and uses this for land acquisitions, and conservation and recreation projects. The amendment would allow the fund to go into debt so it could purchase more land, and allow the trust fund to spend up to two-thirds of the revenue it takes in year, rather than one-third under current law.

Sen. Richardville, who has sponsored this legislation is a Republican. All eight of Richardville’s co-sponsors for the bill are Republicans.
According to the MichiganVotes synopsis of this bill, it would authorize the Natural Resources Trust Fund to go into debt to purchase more land. It is tie-barred to Senate Joint Resolution M, sponsored by the same gang, which would liberalize annual NRTF spending limits.
This should dispel the myth that Republicans are fiscally conservative or stand for fiscal conservatism. They obviously aren’t and don’t.
The NR Trust Fund was created to receive monies from oil, gas, and mineral royalties and leases on state-owned lands and use these funds for land acquisitions, and conservation and recreation projects. The cause is worthy, and the Trust Fund for many years has been an effective, conservative way to advance it.
I do not, however, think the proposals put forth by the nine Republicans serve the cause well, in turning away from fiscally conservative fund management. These proposals should be rejected.
