Bill Hardiman on May 7, 2008, to require that state agencies imposing new rules or regulations under the administrative law power delegated to them by the legislature to include in the required "regulatory impact statement" whether the proposed rules exceed federal standards, and whether they would lead to government agencies competing against private sector individuals or businesses engaged in the regulated activity.
