Introduced by Sen. Roger Kahn (R) on April 15, 2008, to extend to scrap processors the same regulations and record-keeping requirements that govern the operation of second hand or junk dealers. (These regulations are designed to make it more difficult for these dealers to be used as “fences” for stolen property).
