To phase out over three years the <a href="http://www.michiganvotes.org/2007-HB-5408">21.99 percent Michigan Business Tax surcharge</a> imposed on businesses as part of a $1.4 billion tax hike passed in 2007 to avoid government spending reductions. The surtax would be eliminated in 2011.
