Increase scrap metal purchase regulations

To require vehicle scrap metal processors and automotive recyclers purchasing items containing non-ferrous metals (including copper, or the material in catalytic converters, both of which have become theft targets) to obtain and keep copies of the seller’s state ID or drivers license, a fingerprint, and an address.
