Revise failing school sanction criteria

To revise the conditions that subject a poorly performing school to state sanctions, changing the triggering condition from having been unaccredited for three consecutive years, to instead having failed to achieve yearly progress (AYP) under the federal No Child Left Behind Act (NCLB) for five or more consecutive years. The sanctions include having an administrator appointed by the state Superintendant of Public Instruction, allowing parents to send their children to a better performing school in the district (if there is one), or closing the school.
