Establish Constitutional health care mandate

To place before voters in the next general election a Constitutional amendment to impose a mandate on the legislature to “pass laws to make sure that every resident has affordable and comprehensive health care coverage through a fair and cost-effective financing system” and that “control health care costs and provide for medically necessary preventive, primary, acute, and chronic health care needs” through public or private measures. The measure does not define “affordable,” “comprehensive,” “fair,” “cost-effective,” or “medically necessary.” This is the same language as that in the “Health Care For Michigan” petition initiative being promoted by various health care interests and advocacy groups.
