• Introduced by Rep. Lee Gonzales (D) on November 25, 2008, to authorize the creation of “public-private” government transportation authorities with extensive powers to promote and develop “transportation facilities,” including toll roads, ferries, airports, ports, locks, railroads, “intermodal” facility, etc. Among other things an authority would be authorized to borrow money and charge tolls.
